One of the key challenges for the organisation was to carry out a number of ambitious research and advocacy programmes, in collaboration with other NGOs and civil society budget groups. Our experience with most of our collaborative projects, and in particular in the study on “Transparency in State Budgets in India” that covered ten States, has been very encouraging. The past year witnessed CBGA’s selection as one of the nine policy research organisations in India, which are being supported by the International Development Research Centre (IDRC) under their Think Tank Initiative. Being a part of this initiative, CBGA has made some conscious and sustained efforts for bringing about systemic improvements in its work. In 2010-11, we have also been able to initiate and sustain our work on taxation, which includes both in depth research and spreading awareness about tax related issues among civil society organisations across the country. This strategy brought encouraging results in the sphere of advocacy with important stakeholders like media and parliamentarians. CBGA's analysis pertaining to the demands from Union Budget 2010-11 was picked up by many people including the mainstream print media. The Times of India carried a series on this for seven consecutive days in the run up to Budget 2010-11. Further, CBGA's advocacy with parliamentarians too has moved ahead; in the last Budget Session of Parliament, several Members of Parliament used CBGA's analysis relating to social sectors and marginalized sections in their deliberations. A study on the responsiveness of the Union Budget to the challenges of climate change, initiated in 2008-09, added one more important area to CBGA's research on budgets and policies. Towards the end of 2008-09, CBGA made a comprehensive assessment of the six Union Budgets of the United Progressive Alliance (UPA) Government, demystifying the expenditure priorities and resource mobilisation efforts of the UPA. We made every effort, through our work, to prioritise supporting people's movements, campaigns, coalitions calling for greater social and economic justice. By investing considerable energy, we were able to work closely with and provide research and training support to dalit groups, women's organisations, we were able to provide research support to Ekta Parishad during their historic Janadesh march in which more than 25,000 people came marching to Delhi calling forland reforms, to larger civil society coalitions like the Wada Na Todo Abhiyaan, among several others. |
