A Framework for Understanding Climate Change Responsiveness of the Union Budget in India
This paper presents a framework for assessing Climate Change Responsiveness of Union Budget, based on a review of existing practices in climate change financing in India. It looks at the objectives, components and outcomes of various programmes and schemes of Union Ministries to understand the level of prioritization of climate change interventions in budgetary allocations.
