Budget as an Instrument to Transparency
Budget is a political statement of the government in power. It is an expression of what the elected government wants to do for the country. Through it there can be repercussions of a social and economic nature. World over, there is a move towards understanding budgets and being proactive so that the budget can act as an effective tool for better governance. Towards this many States in India have come forward to legislate the right to information so that there is more transparency. The present paper is to understand the issue of transparency in the light of budget analysis. The State of Karnataka has been used as a case study.
