This issue of Budget Track came out at a time when the government was introspecting its own role in the overall context of its promises made in the National Common Minimum Programme. Tracking issues in the overall arena of resource mobilisation, this issue of Budget Track highlights the relevant issues in Union Budget 2005-06, implications of the recommendations of 12th Finance Commission, the possibilities of garnering more resources through VAT and the issues concerning the burgeoning foreign exchange reserves of the country. An attempt has also been made to study the implications of the initiatives proposed by the government in pension sector reforms. A brief summary of the recently published report by the CAG on public expenditure incurred by the previous NDA government on India Shining campaign also highlights the mischievous ways in which our rulers have used the public money.
