Open Budgets India (OBI) conducted its first capacity building workshop with the Assam Society for Comprehensive Financial Management System (AS-CFMS) in Guwahati on 18-20th July, 2018. This workshop is the result of a non-financial MoU between the Centre for Budget and Governance Accountability (CBGA) and the AS-CFMS , which is a registered society under the Finance Department of Assam. The objective of this workshop was to build the capacity of the different departments of Assam in the following areas:
-The notion of Open Budgets Data
-The existing Policy Framework pertaining to data sharing standards
-Introduction to sectoral budgets with specific focus on presenting such information in citizen friendly format
-An overview of the State-level Integrated Financial Management System and District Treasury - Management Information System (MIS)
-Giving an overview of the practices followed in Outcome Budgets for different states in India and abroad
-Discussing the ideas of Participatory Budgeting and Citizens Budget
-Demonstrating open source tools and techniques to facilitate the uptake of the same within the government departments in Assam.
The participants were government employees from different departments of Budget, E-Governance, Revenue, Taxation as well as Education.
