Evaluating the Performance of the National Clean Energy Fund
The National Clean Energy Fund has been created as a funding mechanism ostensibly for research and development in the field of clean energy technologies. So far, the fund has collected Rs. 8,200 crore from the clean energy cess, but the processes of disbursement are mired with confusion. This note evaluates the funds functioning by accessing, through Right to Information applications, the minutes of the first three meetings of the Inter-Ministerial Group, the highly empowered bureaucratic body responsible for determining guidelines, eligibility and appraisal criteria and recommending projects for final approval.
