The emergence and continuation of public health crisis due to the COVID-19 pandemic has brought back the focus on public provisioning for health, especially at the level of state governments who are primarily responsible for spending on health. To map the budgetary priorities for health sector by different states in India, CBGA has created a comprehensive sectoral database covering health related indicators which forms the basis of this note

The analysis, conducted over 14 major states in India, reveals that not all states have uniformly accorded a priority to the health sector and the trend of allocations and expenditure on health is, at best, a mixed one. While most states have increased their budget share on health in the current pandemic year of 2021-22 from the previous year, there are also examples of a few states which have witnessed a reverse trend.
