Building Knowledge and Capacity for Green Recovery of the State Economies in India
The study intends to build the knowledge and capacity for facilitating the green recovery of the state economies in India following the sharp downturn of state economies. This study has been carried out by CBGA with support of New Venture Fund.
In order to assess the impact of COVID- 19 pandemic on the state expenditure especially on various carbon intensive sectors and to provide policy inputs to states for green recovery, the three States’ specific Policy Briefs for Bihar, Odisha and Andhra Pradesh have been brought out. These policy briefs presented an assessment of State’s efforts for clean energy transition through policy level interventions and they analyses the responsiveness of States’ budgets for climate mitigation oriented actions in post and pre pandemic years.
Policy Brief on International Climate Finance in India highlights the challenges that sub-national governments face in accessing international climate finance. It also presents an understanding on how some of the international climate finance institutions are including gender concerns in their funds and how these gender policies are being executed on the ground by implementing agencies.
In order to strengthen State Capacities for leveraging climate mitigation financing by providing policy inputs and sharing of knowledge resources, a series of roundtable discussions and meetings were organised in each of the three study States to deliberate upon the questions related to challenges in clean energy transition and identification of the capacity building needs. These meetings brought together the community of climate change and sustainable development practitioners and relevant policymakers from select States. An online self-paced training course has been developed to aid State Government officials and other stakeholders regarding their engagement in climate finance opportunities. Course modules have been developed based on the key areas identified around effective public financing for climate actions and the online course can be accessed at https://climateactionsbudget.cbgaindia.org.
