Strengthening Planning and Budgeting Interventions to Address Sexual and Gender Based Violence: Scoping Studies in Delhi, Madhya Pradesh, Punjab and Rajasthan

India faces a persistent challenge with sexual and gender-based violence (SGBV). This report analyzes the national response, highlighting resource gaps, implementation issues, and pandemic impacts. India's legal and policy framework recognizes different forms of SGBV, but resource allocation falls short of needs. Implementation gaps exist in critical response mechanisms like shelters, helplines, and hospitals.

This report delves into SGBV responses in four states: Delhi, Madhya Pradesh, Rajasthan, and Punjab. It analyzes budget allocations and conducts interviews with stakeholders, including survivors. The studies reveal how legal and policy frameworks interact with survivors. Detailed findings are presented for each state, consolidated across policy design, budgeting, and implementation. The report provides recommendations for a holistic, survivor-friendly approach to SGBV. It emphasizes intersectionality and outlines action plans for states, informed by survivor and responder experiences. This report serves as a resource for all actors working to prevent and respond to SGBV in India. It offers valuable insights for strengthening the national response and ensuring survivors have access to the support they need.
