Use and Abuse of Tax Breaks
The report analyses the impact of tax incentives on national economies that have widely been used to attract investment. Yet the use of a variety of tax incentives, as the report documents, has been increasing in recent decades, especially in the Global South. These are found to be largely ineffective, undermining the capacity of governments to raise vital domestic resources, corrosive of public financing for development and counter-productive for the progressive realisation of human rights.
