Jyotsna holds a doctorate degree in Environmental Sciences and Engineering under Defense Research and Development Organisation (DRDO) fellowship programme, focused on Developing pilot scale industrial effluent treatment technologies. She has more than 15 years of research and professional experience. She focuses on tracking climate mitigation financing framework at State government level, and implementing capacity building programme for inclusiveness and greening the economic recovery of states.

She has earlier worked in some of the key national projects for environment conservation and climate change such as Conservation of National River Yamuna under MOEF & CC and JICA assisted program -- Yamuna Action Plan-II, developing carbon credit generation mechanisms and compliances for large scale Energy Efficient Lighting Project- under Indian Railways and Bureau of Energy Efficiency, Ministry of Power.
