Resource Gap Analysis of National Social Assistance Programme
This paper presents a framework for assessing the sufficiency of government funding towards National Social Assistance Programme, a centrally sponsored scheme which provides financial assistance to the elderly, widows and persons with disability in the form of pensions. It looks at current budgetary outlays towards this scheme and compares it to the amounts of funds required to cover all beneficiaries estimated on the basis of different eligibility criteria, thus proposing a comprehensive estimation of the resource gap. The paper presents an analysis for four India states.
