Assessing Public Finance Management Issues in the Post-matric Scholarship Scheme for Scheduled Castes
The paper assesses the pubic finance management issues in the Post-matric Scholarship Scheme for Scheduled Castes (PMS-SC). It is a centrally sponsored scheme, whereby financial assistance is provided to all eligible applicants studying at the post-matriculation stage. A new guideline was issued in 2021 to take corrective measures for the scheme that has long been suffering from the endless challenges. A review of these efforts shows that they might not be enough to make the scheme effective enough to reach its goal of empowering the SC community.
