Shifting Priorities of Union Government's Budgetary Support for Agriculture - An Analysis
Budgetary and policy announcements do not give due importance to enhance the capacity of the farm sector in the long-run, but are resorting only to short-term measures. Moreover, a large share of public expenditure is being made on interventions that are designed to reach farmers individually viz. PM Kisan rather than addressing the root cause of agrarian distress. A robust and sustained revival of the sector requires significant changes in the overall policy framework for the sector, keeping the viability and sustainability of small farming at the centre.
